10.4 VPN Client
The VPN software included with OS X seems to have recieved some new features. Unfortunately this still isn’t enough to connect to a Nortel VPN, as Nortel has tacked on their own proprietary extra junk that requires their own VPN service (Netlock), which although free for Windows costs $90 per user on MacOS/Linux/Unix systems.
Nortel is not the only one to do this, I don’t believe, either. It’s rather sad actually.

10.4 Safari
By default 10.4 included Safari 2, but it has been updated to Safari 3 here.

Note that as of Safari 2, Safari is not available as a download and only as a part of OS X.
Seems like everyone needs to have their bundled browsers...

10.4 Classic Support
And of course, classic MacOS applications can still run in 10.4!

Conclusion:
Mac OS 10.4.x is not much better technically than 10.3.x, but it does add a number of features that are decent and work as intended. I would have liked to see the "Cut" command work, but you can't ask for everything.
