RISC OS 3.11 Prompt
Applications don't close when you close the last window open, similar to the Mac you have to open up the program's "right-click" menu and select Quit. Program icons appear on the right of the "task bar".

RISC OS 3.11 Task Manager
Clicking the Acorn logo opens up a task manager.

Shutting down RISC OS.

Conclusion:
RISC OS is a very different operating system from the other offerings of the time. It does things in ways that people now would think are really weird. Then again, you still must do File>Quit in Mac OS X, so I don't know.
