Windows 99 Scroll effect
As you can see, menus open with a scrolly effect, as with 98. Clicking on icons sort of works like links now too.

WHERE IS EVERYTHING?!?
There is actually nothing here. At all. It's as if none of it exists.

But yet as you can see, it's all present in the Windows folder.
Someone dun goofed up.

Conclusion:
Yeah...there is no way this is a Microsoft-made OS. Not even an alpha of Windows Mediocre Edition, because unlike ME it doesn't crash randomly. Which is about the only thing going for it at this point, there is nothing here different from 98 than a few visual changes.
