Windows Chicago MS-DOS broken
Attempting to run MS-DOS applications doesn't work either, due to dependencies on various aspects of the Cougar project not being present.

Conclusion:
Really this isn't anything more than a slightly updated Windows 3.1, but it's interesting from the standpoint of being perhaps the earliest possible release of what was to become Windows 95.
