Xubuntu 13.04 Settings
The settings page is pretty much identical to every other Linux out there.

Xubuntu 13.04 Software Center
Xubuntu uses the same software center as traditional Ubuntu does. It's not even rebranded either!

Xubuntu 13.04 Shutdown
Shutting down Xubuntu 13.04.

Conclusion:
Xubuntu 13.04 is not a lightweight OS anymore, but it is certainly miles better than standard Ubuntu.
