ReactOS 0.4 Administration tools
Here are a few Windows-esque administration tools. Obviously some are more complete than others.

Here is the ReactOS applications manager, seemingly now called RAPPS, which allows you to download and install known-compatible Windows software.

Conclusion:
ReactOS is slowly but surely evolving into a true direct Windows replacement. It will be really exciting once it finally reaches a stable release, especially considering the direction Microsoft is taking with Windows.
