Windows ME DOS VDM
Despite the rumors that MS-DOS is dead and that Windows ME no longer runs on top of DOS, we can see that neither of those things are true, but Microsoft has tried to sweep DOS under the carpet by doing the following:

  • The F8 Command Prompt option at startup is gone.
  • The Exit to DOS shutdown option is also gone.
  • Programs that require MS-DOS to run no longer run at all on ME (programs CAN, however, run in a DOS VDM if they support that).
  • CONFIG.SYS is automatically wiped at startup to prevent any DOS-mode drivers from loading.
  • FORMAT can no longer create system disks.
  • SYS.COM can't SYS anything other than the C drive.

However, Windows ME is basically nothing more than Windows 4.9 running on top of MS-DOS 8.

Conclusion:
Windows ME doesn't introduce anything new from previous versions. Except for instability.
